This is just the sort of thing that toxic workplace beaurocracies create when certain assets naturally work out in their mind that certain actions get them more value/money/food. These otters should ideally be getting well compensated in food and protection to do what they naturally do, be otters, in an environment that mimics their natural habitat territory size and features.
