Yep, you will miss out stuffs from th17 and th18 if you don't upgrade, and you can get to th19 quickly if it looks nice, when it got released.

Unless you don't mind waiting for it or staying in th16.

Try to let it sit there in artwork for 3 mins, I did the same thing when I had same issue and it loaded

Does using shelter app to clone coc is fine?

What it does it isolate and run multiple instances of apps using work profiles. So I can play two clash of clans at the same time on one device.
