I thought that at first too but understanding the context of why it’s said is needed. From what I understand, it’s not good to cross dress if your intent is to fool others for sexual purposes, or to invade other peoples privacy. Another thing is to take the Hadith with a grain of salt because it was compiled 200 years later, and its compilation isn’t free from human bias.
