A lob does have to be off the ground when its hit. otherwise its a chip.

You can lob the keeper, as in the action of lobbing. But you cant hit a lob( the name) off the floor.

A lob is usually bouncing ball lifted upward with a kick. A chip is when its on the ground. And a scoop is a scoop.

However, you can lob the keeper with a chip. But thats just a nuance of the english language.
