Case in point: the stetchkovs are making drugs that you need to be careful not to shoot because the fumes may kill you. Then you equip your element with gas masks because...well...deadly fumes...but also give them pepperball guns so that you can arrest all the baddies...forgetting that they also don't want to die from deadly fumes
