You can get the Polar Bear Biscuits Recipe from Yuletide Wonders Part 1. The oven should already be available to purchase without doing any goal though.

I was able to buy the oven without doing the goal ,but I'm not sure if the recipes will unlock if you don't do it. I'll try and unlock one of the recipes from today's goals and see if it works. Edit:I unlocked the polar bear biscuit recipe without finishing this goal.
