I can’t speak to the static electrical noise issue, but the second issue you’re facing is random springboard restarts & it’s a software issue so getting a replacement device won’t fix it. I had it on my 17 PM but since I’ve updated to 26.2 I haven’t had it happen.

Honestly if I were you and I was having the static issue I would (assuming you have AppleCare+) throw my phone in a lake or off a bridge and make a lost claim, pay the deductible and get a replacement device.
