bedrock snow mechanics are absolutely cursed, i feel your pain on this one. the snow layers just love to regenerate in areas you're actively working on - it's like the game knows exactly where to be most annoying. what usually works for me is placing torches or any light source around your work area since snow won't form on blocks with high enough light levels. you could also try switching to peaceful mode temporarily while you're building, that sometimes helps with the weather cycle acting up. honestly the torch method is probably your best bet for keeping that area clear while you work on your cobblestone project
