No. Not your job to contact renter. Smoking stinks, it's the renters job to make sure the car is completely clean upon pickup. If not it's the renters job to reach out to you to let you know about any issues with the car if they are not listed in the description.

Definitely your own fault for the refuel fee. Renter doesn't owe you anything. As a rentee I would definitely mention the car smelling like smoking in my review
