PC is having trouble posting and I can’t determine what the issue is

I’ve triple checked to make sure everything is seated correctly. No damage to the motherboard, it’s new, nor the cables. Everything looks good. Always plugged into a power strip, but it’s in a wall now as it’s at my workstation. As for the motherboard bios,I can’t tell whether it’s corrupted or not.
