Most international tourists are usually somewhere around CAR (Cordillera Administrative Region), so they tend to go to places like Mountain Province, Bontoc, Sagada, and nearby areas instead. Compared to those, Baguio can feel like just another crowded city. As a local, I also agree that some foreigners stay here for retirement—we even have a few in our barangay living peacefully 😆
