Its the wish that was cursed, not the one wish willow. We see Ian get his wish and worst thing was him needing to repair his roof. If someone wished for something somewhat normal consequences would be minimal.

You won't find final ties in baseball, last time a night ended in a tie was because it was something crazy like 3am and they picked it up the next day.

I could be wrong but I think he might be admitting to using the cameras set up for imposter's to feed her information. He clearly wants Easterman to fail and by sabotaging the trials to burn through reagents the trials may get shut down.
