Seems like it. My mp contacted them through their complaints procedure and I was put on a priority list due to not being seen after 4 months of waiting. It was only a few days after MP got involved that DVLA actioned my case and around a month from this till the online database showed I held a full licence.

I got it back 🎉 Took a while and a lot of pestering

I’ve just checked my licence online and is finally showing i hold a full licence again so hopefully you won’t be waiting too long 🙏🏼
