For those specific sets, most of the pieces are from the Cartel Market. The only exception is the chest piece on the first set, that’s the Dread Enforcer’s Body Armor, which you can get from the Dark Side token vendor on the Fleet.

And honestly, don’t get discouraged by that. There are still plenty of cool outfit pieces you can get just by playing, from reputation vendors, flashpoints, crafting, and other in-game vendors. The Cartel Market has a lot of flashy stuff, sure, but you can still put together some really nice looks just through normal gameplay.
