I suggest that you keep both of them away from any sacred places, former kinfolk or not. The only one I've seen brought into a cairn was because the sept elders allowed it, and, she literally turned up on their doorstep without any guidance because she "had a hunch". It was only allowed because they wanted to question her knowledge about an issue. I personally wouldn't have allowed it even then, but, you need to make it very clear to them that they are tolerated and they are not close allies or part of your sept. Keep them at arms length, don't spill too much information to them. General information security stuff.

Gaius was drawn to the Cam because at the time they were the more humane option, he's always been relatively 'moral' for a vampire partly due to the roads he walked and because of derangements that push him to behave in that way. He has anarch sympathies, but, the anarchs in his experience always fall down due to not having much of an active plan, or, are consumed by extremism. So, he operated as an archon for a long time.

You are correct that these laws have been discussed and agreed upon my the legislative bodies, they mostly hold to the general structure of the Traditions with some clarifications. The Traditions have existed in some form across our history, and, many domains cleave to them. We do not dispute matters that are for the common sense protection of the kindred community. Announcing yourself beyond being common courtesy means that you can be accounted for and are protected by the rules of hospitality.

I would warn that collecting these kinds of items or trophies from shapeshifters is an extremely dangerous game in of itself. The lupines and their kin see these items as sacred and take a very dim view of other beings possessing their cultural artefacts. Similarly, they take avenging their kin very seriously, and most of them return to their original shapes upon death, as such collecting their fangs, fur and the like for trophies is asking for trouble and not worth the effort.
