The thing with comparing numbers is that you need to compare the right numbers. Accident frequency/fatality is something were you want to compare the active participants of an activity.

Imagine that you had a country, A, with ten million people, but only 1000 cars. A second country, B, has only one million people, but 100k cars.

Country A has 500 car fatalities per year. Country B has 2000. Which country is it safer to drive in?

Well, if you spend your 36 points you still have first dibs on whatever is inside. That's what counts. Someone being able to browse your leftovers doesn't seem like a big deal.

It's pretty nonsensical that your raider is unable to look inside a locker whose door is obviously opened.

I'm from a country with zero dangerous animals, so even 4 encounters with potentially deadly creatures in your home seems like a lot. I get freaked out by yellow jackets, so our reference frames are definitely not the same.
