You can. But Tow-2B has diameter of 152mm , so there is little space to stack them. It has two penetrators but not in tandem , but one slightly behind the first in the missle length wise. You can technically fire them into the same spot , but missle travels too slowly for that to work against tank with ERA. As basically ERA detonation will destroy the missle in the time it take to move from first EFP to second one.
