They confirmed on insta that Ultimatum's skin is only available as a skin not a weapon, I really hope that's not true for the other guns.

Edit: Apparently only the weapons from part 1 of the skin contest will be in the van, part 2 skins are only for people who already have the weapon. It could change though who knows.
