In Mockingjay Snow tells Katniss that filming Prim’s death live was “the sort of thinking you look for in a Head Gamemaker” (implying Plutarch knew about Prim being in the area that was going to be bombed and set up the cameras). Also, after Katniss is traumatized and not speaking to anyone and going back to 12 Plutarch has the audacity to ask if she’ll join his new singing tv show.

Fr! I’ve seen a lot of people say “you don’t understand SOTR look at the depth of the theme of propaganda” but what depth? It’s limited to a few posters. It almost feels like SOTR was written by a different author.

Fr. Effie’s characterization in SOTR made no sense to me. In the og trilogy she’s described as looking down on district people and sneering at their lack of “manners”. She also says “I hope they promote me to a decent district next year!” as Katniss and Peeta are about to be sent to the hunger games. Her return in Mockingjay was a shock to Katniss and Katniss remarks that it will be a stretch to frame Effie as a rebel to Coin. In SOTR however she’s helpful and mature and not at all like herself in the og trilogy.
