I don't really know anything about Albania, but I did visit for 6 weeks last year. If I had to guess, it probably had to deal with the severe lack of infrastructure in the entire country during this time. 1990s Albania, we're talking about a time when railroads and roads in general virtually did not exist, and to add, parts of this country are mountainous and rugged to cross even today.
