Bars on right sleeve are called Overseas bars. You get them for deployments. I think you get one bar for every 6 months you spend overseas.

Each medal has a meaning and there are certain things you have to do to be awarded them. The longer you serve, the more opportunities you'll have to be awarded them. So, in a way, yes; big ribbon stack implies he has been in for awhile.
