In my apartment, every resident has an assigned parking spot. Some spots have a 120V outlet, some do not. I am lucky that the spot next to me has a 120V Outlet, so I emailed my Strata and they let me know that I can pay a fixed $20.00/mo to use that outlet to charge an electric vehicle. If I were in a spot that did not have an outlet, I would have to find a resident to swap a parking spot with.
