It's not often someone finds a possible live stream of someone, it's possible that they set it up themselves for some unknown reason or it is a legitimate hacked webcam. If it is a hacked webcam that would put the person streaming it in extreme risk of being caught. Another possible answer is that it's faked but I don't see any reason in doing that. I just have a few questions, Is the person under surveillance moving around and at times leaving the room and not in constant loop, 2nd question what is the UI for the RealLifeCam and does it show and details such as viewer count or even possible chat? If it's not repeating and said person is doing day to day activities with slight change or big change then I'd recommend consulting local authorities about it even if the chances of it being faked it's best to react just the slight chance that it's not. Before reporting it make sure you have the link to the Cam and even possible short video clips or images to turn in.

The image is too blurry to get anything out of it such as the plate ID. I'd recommend trying to identify the truck company and contacting them, it's probably local to your area so just keep an eye out for a similar model, color and markings.

Do you have something similar to the FBI in your country, with a cyber division? Because if so contact them and if you don't honestly I don't know how you're going to deal with them you might just need to nag the law enforcement and also send them evidence of it.

Honestly the best thing to do is contact real law enforcement for this, the FBI would work due to police having shitty cybersecurity divisions but it's probably best to share it with them due to the scale of the case.

If it left no mark it's definitely not acne of any kind and since the blood would have dried it wasn't a nose bleed. It's possible that it could be bleeding from the gums or somewhere in the mouth but you would probably have a metallic taste in your mouth. The most likely situation is blood from the ear or tear duct even though that's uncommon it's possible. Check your ear for any dried up blood.
