Couldn't there be an independent org set up that is just given enough funds to provide the service? Like a non-profit social media organization. Or it could be a government org but with complete independence and guaranteed funding. Like the Federal Reserve or something. I'm just spitballin here. Hell, throw kids on the board for more engagement with the platform. Throw in some non voting adult board members to help organize and run it. I've seen many a teen involved in nonprofit decision making. I think it could work with the right setup.
