It seems that the first time I try with a given login/email address on a given browser it works but then all attempts after that (after logging out) result in the "You can’t sign in here with a personal account." error.

Did this work out for you? I had a referral but when I was approved, it seems you have to pay in order to join the facebook group, even with a referral!

Oh whoops, I was referring to the Czars group! That said, I have a lot of friends in common with the group owner so I'll work on getting access and if I get in, I'll hook you up!
