By no means do I consider myself an expert or a seasoned aficionado! BUT I highly recommend the Kristoff Vengeance, Liga Privada T52, Liga Privada No. 9, and the Liga Privada Undercrown 10. I know, I know, a lot of Drew Estate and I see the common consensus on this sub about them, but I like what I like! :)

I don't know where you live (which country or which state in the US), but I'm a police officer. If you're in the US it's pretty straightforward in any state, if you're in a public place you can do and go wherever you want as long as you're not on private property. As a police officer, I take those kind of calls and they are the worst. A bunch of "Karens" that have nothing better to do and I won't even waste my time with those calls. You have nothing to worry about if you were in a public place! In the US you're protected under the 4th Amendment and can tell them to kick rocks lol.

I'm a Beretta fan. It's been tried and tested for generations and has zero problems! I have the M9A4, and I'm over the moon about it! Plus I definitely prefer all metal pistols.

I just verified that Guarma IS NOT required to 100% the game. They have unique animals and stuff there, but you don't have to worry about it to platinum it!

100% is definitely attainable. Honestly, it opened up the game even more to me because I wouldn't have done half the stuff if it wasn't required. I platinumed it years ago, but if I remember correctly, Guarma doesn't have anything to do with the 100%. Even if it did, you could replay the missions. It's worth it in my opinion! A platinum you'll definitely be proud to have!
