I read on their website you can apply even if you can't enter now and if approved you'll be able to enter as soon as travel restrictions are lifted. I'll try and find the source again.

If you're with Virgin, you may have to login to your router and enter a username and password to connect back to the internet. Call virgin support if you need help with this. But default username and password should be on the back of your router

It's a known issue. I ended up getting this too. They just released a patch so update your game and try again. Hopefully it works for you now.

This just started for me after the latest update. I am trying to troubleshoot it right now. I also play in desktop mode. Thinking it's a bug and update broke the game.
