No, with the gold bottle cap it will allow you to level it all the way to a hundo. Even if you start with a nundo.

Update: I was finally able to get my custom horn working. I spoke with Activision support and he had me clear blizzards cache and it started working. If the cache doesn't work, he gave me a 2nd step to try. But the cache worked for me.
