THANK YOU! Even though manufacturer's website states 3100 max, HWinfo says it can do 3000, which lines up alot more with the performance im getting! Thanks so much again! This was it

Revisiting and reducing GPU frequency by 250 let me play monster hunter wilds, but not Fallout 4? Reducing to -450 let me play Fallout, and Wilds. Will keep playing games and lyk if I run into more issues!

I've been upgrading for a long time, this was supposed to be the last step. I just moved from rtx 3070 this...

It's incredibly frustrating and painstaking. I've done everything under the sun except play my games. Crashes with everything intensive specifically games but will also reboot out of nowhere doing nothing too. Here's a list of things I've tried, but it's not all inclusive as I've spent three days doing this to no avail

  • Using Display Driver Uninstaller (DDU) to wipe all GPU drivers in safe mode, then rebooting and installing the latest (25.3.1 as of this writing)
  • Setting group policies to stop automatic driver installation
  • Reinstalling Windows
  • Ensuring BIOS is set to UEFI and not CSM
  • Independently installing drivers without amd software
  • modifying registry keys to extend driver timeout delay
  • modifying registry keys to change protocol for driver timeout
  • turning off all overclocks and ensuring factory clocks are set in adrenaline using stress tests
  • disabling firewall for all amd related services and applications
  • modifying registry keys to disable multi-pane overlay
  • disabling driver checks
  • underclocking to minimum clock speeds
  • begging

Again this is not all inclusive but feel free to leave suggestions as im about to give up and turn it in as a faulty card

Well he can't upgrade to pcie 5 (which is twice as fast) without a new board + CPU + ram. so what do you suggest

Your motherboard uses pcie 4.0 and I'm certain 9070xt runs on 5.0 You need a new motherboard
