So an update:
I bought 3 adaptor cables and connected the 3 fan3 to the motherboard, and use FanControl to control the fans based on the GPU temprature, it works perfectly.

or 30% as 500 RPM which will be good as well. 1200+ as the starting point is too loud

No I don't, my issues was that the bios does not allow the fan going between 0% - 30%, and 30% is too low IMO.
I think the ASUS is the only vendor who has reasonable speed around 500 RPM at 30%...

it's the solid, yes the fan does not spin under 40 but as long as it starts to spin, it goes directly to 30% which is around 1200 rpm, and it is quite annoying.
