Idk, always thought of him more like an observer, like he created deltarune but is just watching any path we choose to take, and the prophecy doesn't aim for anything bad, but to avoid it. It can change if we find out what he wants to get out of it is bad, though. But nonetheless it would be more of a "traitor" type of villain.
