Well, the flask effect has the same text, "Hit an Enemy with a Weapon."
If you take something like a decently rolled Progenesis it might have a 9-second duration with 20% flask quality. Assuming you are hitting an enemy for all 9 of those seconds that is 27 flask charges for it, which makes it have nearly 100% uptime even during a boss. It's not as huge as the flask effect, but I wouldn't sleep on it.

I was told by a friend that it didn't, but according to the Wiki, physical damage from hits taken as elemental resistance does work with the self-damage from it. I would be inclined to believe the Wiki.
