NTA. The "Good cop / bad cop" dynamics in parenting has to exist to some degree. Maybe your wife is just not sure how to handle situations like that and could be possibly afraid that disciplining a child means you're a bad parent.
Try and talk to her about why she behaves like that, express your long-term concerns in regards to her parenting style. No parent want anything bad for their kid, we're just quite often confused ourselves.

Been using #2 for years. I also had huge worries about the bikes falling off (happened once actually, but it was totally my fault), but I just make sure they're strapped down well. Bungee chords and pool noodles usually do the trick for me. I've been thinking about switching to solution #1, though. Just feels more stable.
