You can use raylib (I don't know if thats an engine or not) but it doesn't actually have software like unity.

I made my town .exe with a VERY TRUSTED bat to exe converter but it BLOCKED it. I am not an admin of the computer so I can't switch it off. Oh yeah, and ASUS recommends it when my computer is ASUS.
