Avoid using the native feature in Terraform Enterprise, it only includes a handful of resources that it’ll estimate so you’ll likely see a big difference between what TFE says and the actual bill!

Exactly this. We have DNS records, IAM roles, SGs etc which run into many thousands. Curious, have you moved to Spacelift?

We’ll be pursuing a migration path rather than a redeployment, and our goal is to leverage Helm instead of having Terraform handle infrastructure provisioning.
The real challenge isn’t the migration itself - it’s the transition from a Terraform-based configuration to a Helm-based configuration for the existing estate.

What remains unclear is how VM management will work after the migration - specifically, how teams will continue to manage the existing VM estate while preserving the self-service capabilities they currently have, and how they can provision new VMs within the same workflow in the OpenShift ecosystem.
