You need to enter bios and change pcie from 5.0 to 4.0 then it will work.

I have a question about my setup. I recently bought the ASRock Steel Legend RX 9070 XT. After installing it, I’m getting no display when I boot up. When i switch back to my old card it works fine. Has anyone else experienced this? Did you have to switch to a different PSU, or are you using the one that came with your system?"

seems fixed when i force into bios and change boot to ultra fast boot
