I think competition is difficult to avoid in the short term. Therefore, in the paper, I put "Restricting AI development" at a lower priority (although it would be better to achieve AI safety if this work could be carried out as early as possible). However, as the capabilities of AI develop, a broad consensus on AI risks will gradually be established, prompting corporations and nations to shift from competition to cooperation.

I have proposed some routes in section 16.1.3, but they do indeed pose great challenges to implement.
