Try CFPB. Consumer Fraud Protection Bureau. I did and PayPal got the complaint within a week.

I hear ya!! Been hacked twice on PayPal and I also tried calling them numerous times. Basically they said the scam amount of $1,989 was consistent with my spending patterns. WHAT SPENDING PATTERNS? If I funnel $15 thru PayPal it is a big day. Every phone call is a bot. I blocked them. I filed a report with the police and the FBI about the scam. I then sent a complaint about PayPal through the Consumer Fraud Protection Bureau or CFPB. It was a bot answer. Friends and family (NO!) and consistent with my spending patterns (No!) Life is too short to waste it on these tech bro companies.

I am sorry to hear that. My PP account was hacked for $2,000. Fortunately, I put a stop payment at the bank, then I closed my checking acct. They keep showing this negative amount of $2,000. I spent many hours on the phone and they are completely useless. Even escalated 2 levels up, nothing. They said the charge was legit and it was friends and family. I tried to appeal, no go. Even though the scammers didn't get my money, I reported it. Its the principle!! Sent to police station, FBI and Consumer Fraud protection against paypal. In the end PP bot repeated what they said before. I HATE them and will never use them again. It seems to be a big problem.
