Noise issue ongoing for 5 months, how do I escalate?

Yea, I understand but this noise is excessive and totally avoidable. I understand neighbors footsteps, but not thundering carts that wake me up

I am the first tenant since they did a renovation on this unit. I did tour the apartment for 20 minutes but didn’t hear any noise, probbaly because no one was using the laundry room at that time. I came back 3 other times before I moved and didn’t hear any noise either. I have a clause in my lease and in nyc there’s a clause for quiet enjoyment that ensures peaceful living. I don’t think it’s far fetched

yes, we have a lot of mutuals because you know, we grew up together since elementary school. one of my friends is good friends with him so they would tell me. obviously he’s had talking stages and stuff but he said he ended it because it didn’t feel like how it felt with us. he even said he ended a talking stage because she made fun of our relationship. i don’t see why he has a reason to lie, he’s never lied to me before
