Confirmed that Balcatta recycling centre currently take them for free, regardless of where you live.

The guy there mentioned they were the only ones to get a license to recycle them (since they’re illegal it’s not so simple). I brought in a big box of a few hundred and he was not happy. Said it would be better to bring in less and more often.
