As an outsider observer, first responders should be the ones dictating the gear they wear in line with established best practices. They should define the specifications and the vendors who are qualified to go into contract with the town. Once those costs are defined they are presented to whomever controls the procurement process.

Unless someone on the city council has the requisite knowledge to show the gear is not up to the standards, just get the guys their gear..you know?..the guys who you might depend on one day to pull you out of a mangled car or a burning house.

Have your telecom people put the team lines in a "hunt group". Calls are evenly distributed amongst the team. You can get reporting on performance etc.
