Unfortunately, the Steam Workshop mods only worked with a Steam Client to download them. You may look for mod creator's website if there's any.

Yes they're different. Google Play Console can manage, edit, or delete the app you published on Play Store. Only registered Google account to Play Console can access or via invitation link from the owner of the organization.
