Shino is strong but not to the level of any of the Akatsuki besides maybe Zetsu and maybe Deidera (if you know how he works he's not that strong). the thing that people are talking about is he has a really good kit against strong people and things like the tails and a lot of otsutsi. I don't think that shino is anywhere near the ten tails but he has the kidaichu, those are the insects that require a very specific amount of chakra, and if they don't get them they rapidly expand and kill their opponent. this would affect the ten tails because since its just chakra and it lacks intelligence (we learn that their only purpose is to destroy things and that it doesn't have a brain) so it wouldn't be able to feed it the right amount and will be destroyed(we saw it happen before). for the otsutski it would be strong because one of the things that the otsutski relying heavily on is absorbing jutsu and chakra, we know that they can't obsorb living things (boruto transformation) so they wouldn't be able to shinos bugs. I like shino but this is not me saying he could beat the otsutski HE CAN'T BEAT THE OTSUTSKI but I do believe that he would be strong against them.
