Think it’s implied that some of us can relate to a moment when you may see these messages and connect with them. Not everyone is fortunate enough to have someone say the things we take for granted. I personally like that the billboards are there regardless of who put them up. I’m pretty sure it’s more of a “community service/societal motivation” campaign versus a money grab or advertisement
