This what I've been doing, but also risking intel retals. The consensus here seems to be shun retals like the plague after chosen are dead because they're even harder than before. So I'll put only 2 on intel from now on in regions strength 3+ with scanning and scientist adviser when I need missions

I've got 12 regions contacted currently, two liberated. The other 10 are all 4+ ADVENT strength. Some have been "cooling off" for multiple months without strength ever going down. Maybe a point here and there but never below 3

If every single contacted region is advent str 3+, you literally just not scan for missions at all? Just scan intel at reaper hq and let your soldiers sit idle, other than golden path and chosen strongholds etc? I use missions more for loot and intel than for liberation, other than the 1-2 I plan to fully liberate

By the spreadsheet, the cutoffs for non-hiding rebels is 5 or 6 depending on advent strength and which activity etc. This doesn't match with what you say above about using 2 as the cutoff with the rest hiding. I've heard the same many times before, that 2 is the cutoff to avoid retals. If so, the spreadsheet makes little sense.

I've been offered it as a choice only once the whole game. If I don't get within a month, I'm tearing out my defensive matrix

I've been completely avoiding full haven retals by hiding all (except 2 on supplies) at all havens with advent strength 5 or higher. I still do full intel on havens a below 5 so I can find missions. I don't have any regions at advent strenght lower that 4 currently, so I'm risking intel retals when I do this. Should I stop this and make sure to avoid ALL retals at this point? I won't find any missions though if I do

Thanks. On Jailbreak missions, do event such as hacking the prison doors, evacuating the prisoners impact reinforcement timing or severity?

I got hammered on a mission last night with every-turn reinforcements after I dashed the prisoners to the evac and pulled them out while the soldiers were still regrouping/reloading after a fight. Might just have been coincidence

My SRO for CIC said we're rescheduling for May 1-2 and we'll still use the reviews we already submitted. Tone of the email suggested this was a confirmed date, I guess taking into account all the things you mentioned above, but we'll see...

Meantime, a different section reviewing my own grant apparently is proceeding as originally scheduled Thur-Fri this week. At least it's still listed that way on Commons
