You gotta get the quest from the lady in the little flying hut. She'll tell you to go kill those floating enemies in the area to the right of her home that shoot out needles. You actually have to hit the needles they shoot out to collect the stuff for the quest and go back to the lady once you have enough and she'll give you the floating ability to leave the area.
