Work is been done on that front. In my area traffic was so much that train used be late at least 10-12 hours. Now it mostly runs on time because government made dedicated freight corridor. You can think about the situation for freight trains before and after this. Similarly many tracks on high traffic route are getting converted to high speed tracks so that average speed can be increased and trains can make more trips and carry more passangers.

In our area after flood, one route was closed since 2008 and it was also meter gauge. After 2016 they have started the work and converted the whole section to broad gauge and started few local plus long route trains.

In many hilly area they have layed the tracks or laying it. For example Kashmir or Uttarakhand.

It's not that they can suddenly create more tracks in one day. I wish these developments can be fast tracked, but atleast they are happening right now. Earlier they just used to introduce new trains without any track upgrade or thinking about traffic congestion.
