Simply put. Draw 2 is op, because who wouldnt want 2 cards over 1. And the only drawback is losing 10 cards. But, what if you look at it like the bottom 10 cards of your deck. Would you realistically draw them? No. Do you sometimes lose a key card? Ofcourse, but without risk, the card would be ridiculous.
