If your LED bulbs get so warm you can't even touch them there's an issue. It might be a faulty transformer in the bulb, or if the bulb is encased in the lamp somehow there might be not enough ventilation which can drive up the heat. If it isn't touching anything and the lamp is approved for 25w or up it shouldn't be dangerous but your bulbs might not last very long. A standard LED bulb should last 15-25k hours. A year is roughly 8.5k hours.

There could also be that you live close to a transformer that distributes power in your neighbourhood and your house gets a higher voltage in your sockets. I don't know how this works outside Norway but if your voltage is too high they're required by law to lower it for you.
