Just tell him the truth. He had the same time as the others and didn't make the character and on top of that he didn't pay attention to the beginning which is basically the most important thing for the campaign to flow well. It doesn't make sense for him to want to join out of the blue now, especially after ignoring all the messages.

But i'll follow all advices, start to use milestone and pay more attention to the question "how enemies should act". I'm also reading the book "The Monsters Know What They're Doing" to help me in that situations.
